Creates the Tax Commissioners Retirement Fund of Georgia, a new retirement system for full-time county tax commissioners, tax collectors, and tax receivers, governed by a seven-member board appointed by the Governor effective July 1, 2020

Requires members to pay monthly dues of $105.00 and mandates a $3.00 surcharge on each delinquent (non-motor vehicle) tax bill to fund the retirement system

Provides a monthly retirement benefit of $12.00 per month of creditable service (capped at 20 years and $34,560 annually) for members who reach age 60, complete at least 96 months of creditable service, and have their application approved by the board

Grants surviving spouses a benefit equal to 50% of the member's retirement benefit for life, and allows members who become totally and permanently disabled to retire after just four years of creditable service

Conditions the Act's effectiveness on concurrent funding as required by the Public Retirement Systems Standards Law; otherwise, the Act automatically repeals on July 1, 2020
