Creates the Toombs County Public Facilities Authority as a political subdivision of Georgia with perpetual existence, governed by 5 members appointed by the Toombs County Board of Commissioners to 1-year terms, with the County Manager serving as a nonvoting ex officio member

Authorizes the authority to acquire, construct, operate, and maintain buildings, facilities, and equipment for jails, courthouses, and government administration offices in Toombs County

Empowers the authority to issue revenue bonds under Georgia's Revenue Bond Law to finance self-liquidating projects, with bonds payable solely from project revenues and not constituting a debt of Toombs County or the State of Georgia

Grants the authority broad powers including property acquisition by purchase or condemnation, accepting federal and state loans or grants, borrowing money, executing contracts, and setting rates, fees, and charges for services

Exempts the authority's income, properties, and obligations from all state and local taxes and special assessments, and grants the authority the same tort immunity as Toombs County
