Prohibits discrimination or retaliation against any person who reports abuse, neglect, or exploitation of a disabled adult or elder person, or against the subject of such a report

Requires certification for memory care centers operating within assisted living communities or personal care homes, with specific dementia-trained staffing ratios, mandatory dementia-specific training for all staff, and protocols to prevent resident elopement

Renames the State Board of Nursing Home Administrators to the State Board of Long-Term Care Facility Administrators and expands licensure requirements to cover administrators of assisted living communities and personal care homes with 25+ beds, with unlicensed practice classified as a misdemeanor
