Colonel Harris began her military career in 1976 in Baltimore, Maryland, received a direct commission to First Lieutenant in 1980, and served in assignments across multiple installations including Fort McPherson, Fort Meade, the Pentagon, and Fort Indiantown Gap

Colonel Harris retired in September 2003, holds the Legion of Merit as her highest decoration, and is a lifetime member and former president of the National Association of Black Military Women

Directs the Clerk of the House of Representatives to provide an appropriate copy of the resolution to Kathaleen Frances Harris
