Authorizes conveyance of state-owned property in Charlton County (~2.0 acres, Okefenokee Heritage Education Center), Miller County (~1.98 acres), Glynn County (~2.066 acres, former Georgia Air National Guard site), and Muscogee County (~4.01 acres, Courthouse Square) to local governments, generally for $10 with a public purpose requirement, and conveyance of Fulton County property (~2.303 acres plus air rights near the Western and Atlantic Railroad) to CNN Center Ventures for $18,800,000

Authorizes leases of state property including ~1 acre in Dougherty County to Easterseals Southern Georgia for 5 years at $650/year, ~16 acres of the Gwinnett Technical College Fulton Campus to the Technical College System of Georgia Foundation for up to 50 years at $650/year, ~0.68 acre in Gwinnett County to Creative Enterprises, Inc. until July 28, 2037 at $650/year, and ~59,360 sq. ft. of the Paulding Regional Youth Detention Center to Wellspring Living, Inc. for 5 years (with two 5-year renewals) at $10/year to operate as a juvenile justice receiving center

Authorizes ground leases of ~14.6 acres at the New Echota Historic Site in Gordon County to Calhoun Elks Home, Inc. for golf course use at $1,460/year for 10 years with two 5-year renewals, and ~38.79 acres in Richmond County to Masters City Little League, Inc. for 10 years with two 5-year renewals at $1,840/year

Authorizes an exchange of ~3.7 acres of the Gainesville Driver Services Center in Hall County with Mar-Jac Poultry, Inc. in return for a like or better property, satisfaction of outstanding bond funds, and relocation of Commercial Driver License Carousels; and conveyance of small parcels in Rabun County (~0.076 and ~0.131 acres) to the Department of Transportation for U.S. 441 widening for $6,200 and $10,300, respectively

Authorizes conveyance of ~25 acres in Terrell County to Terrell County for $10 for public use, subject to a lease-back of ~596 sq. ft. of the Hooks-Hanner Environmental Resource Center and a ~4,750 sq. ft. warehouse for 10 years at $10/year; all transaction authorizations expire three years after the resolution's effective date
