Establishes the "Peace Officers Bill of Rights" in Georgia, setting mandatory conditions for interrogations of peace officers under internal investigation, including requirements for reasonable timing, designated locations, disclosure of all complainants and evidence, audio recording of sessions, and the right to legal counsel during interrogations related to critical incidents involving serious injury or death

Imposes a 120-day deadline for law enforcement agencies to complete misconduct investigations and notify officers of intended disciplinary action, with tolling provisions for pending criminal cases, officer incapacitation, multijurisdictional investigations, and declared states of emergency

Requires each law enforcement agency to establish a compliance review panel (3 members for agencies with 100 or fewer officers, 5 members for larger agencies) to adjudicate claims that investigators intentionally violated officers' rights under the act, with the power to remove offending investigators and refer sustained violations to the Georgia Peace Officer Standards and Training Council

Grants peace officers the right to bring civil suits for damages suffered in the line of duty, for abridgment of civil rights arising from official duties, or against individuals who knowingly filed false complaints, and prohibits any retaliation against officers for exercising rights under the act

Classifies complaint files and investigation materials as confidential and exempt from open records disclosure until the investigation concludes, and makes willful unauthorized disclosure of internal investigation information a misdemeanor
