Legalizes sports wagering as a lottery game in Georgia, operated by the Georgia Lottery Corporation and regulated by a newly created seven-member Georgia Mobile Sports Wagering Integrity Commission appointed by the Governor (3), Lieutenant Governor (2), and Speaker of the House (2)

Requires sports wagering operators to obtain a license with a $50,000 nonrefundable application fee and a $900,000 annual licensing fee, with the commission required to approve or deny applications within 90 days

Restricts wagering to individuals age 21 or older who are physically present in Georgia, conducted exclusively through online/mobile platforms using geo-location technology; prohibits wagering on high school sports and in-game proposition bets on collegiate sporting events

Imposes a 10% privilege tax on licensees' adjusted gross income, with 95% of tax revenue deposited into the Lottery for Education Account for school technology grants and pre-kindergarten programs, and 5% allocated to the Department of Behavioral Health and Developmental Disabilities for problem gambling treatment

Establishes enforcement mechanisms including administrative fines up to $25,000 per violation, civil penalties up to $50,000 per transaction or occurrence, and criminal penalties ranging from misdemeanors to high and aggravated misdemeanors for prohibited persons who place wagers or licensees who accept wagers from minors or ineligible individuals
