Removes the mayor of Stonecrest from the city council, reducing the council to five members, and redefines the mayor's role as ceremonial head of the city with no management authority over city operations or administration

Creates the office of council president, elected by majority vote of councilmembers for a two-year term, who presides over council meetings, sets the agenda, and assumes the mayor's duties during the mayor's absence, disability, or suspension

Establishes a structured city manager nomination process where the mayor nominates first (up to two attempts), and if both are rejected by the city council, the council president nominates candidates until one is confirmed

Delineates roles between elected officials and the city manager by prohibiting the mayor, council president, and councilmembers from giving orders to city employees, interfering with personnel decisions, or sitting in on management meetings without city manager consent and council approval

Transfers appointment authority for the city attorney, city clerk, tax collector, and city accountant to the city council, and requires at least four council votes to initiate any legal action on behalf of the city
