When the City of Decatur annexes territory within the DeKalb County school system, the City of Decatur's independent school system boundaries would not automatically expand to include the annexed area.

Extension of the independent school system's boundaries would require either a local Act of the General Assembly or an intergovernmental agreement between the DeKalb County School System and the City of Decatur School System.

Any approved boundary extension would take effect on July 1 of the year following the effective date of the local Act or intergovernmental agreement.

The General Assembly retains authority to include additional conditions in any local Act approving such boundary changes.

Amends the original 1963 Act (Ga. L. 1963, p. 3424) governing DeKalb County Board of Education election districts by adding a new Section 3.2.
