Creates a Board of Elections and Registration for Wheeler County, consolidating the powers and duties previously held by the judge of the Probate Court (as election superintendent) and the Board of Registrars into a single three-member board appointed by the Board of Commissioners, effective January 1, 2021.

Board members must be registered voters and residents of Wheeler County; persons holding elective public office or their immediate family members are ineligible to serve, and members may be removed for good cause after notice and a hearing.

Initial members serve staggered terms (one two-year and two four-year terms), with all subsequent terms lasting four years; a chairperson is selected from among members every two years.

Requires the county to hire a full-time election supervisor to administer elections, primaries, and voter registration, with the option for one individual to serve simultaneously as chief registrar, election superintendent, and election supervisor.

All compensation for board members and staff is set and funded by the Board of Commissioners, which is also responsible for providing offices, equipment, supplies, and training costs for local election officials and poll workers.
