Requires all peace officers conducting traffic stops or responding to emergency calls to wear body cameras recording audio and video by January 1, 2021, with noncompliant agencies subject to withholding of state or federal funding; footage depicting law enforcement encounters must be publicly disclosed

Restricts no-knock search warrants to cases where knocking would pose significant and imminent danger to human life or risk evidence destruction; prohibits officers from using choke holds, neck restraints, or other maneuvers restricting blood or oxygen flow to the brain; bans kinetic impact projectiles; and establishes a duty for officers to intervene when witnessing excessive force

Creates enhanced sentencing for hate crimes targeting victims based on race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity across assault, battery, aggravated assault/battery, and criminal damage to property offenses

Reduces marijuana possession of two ounces or less to a misdemeanor (one-half ounce or less punishable by a fine up to $300; one-half to two ounces punishable by up to 12 months imprisonment or $1,000 fine); repeals Georgia's "stand your ground" no-duty-to-retreat law; and removes qualified immunity for law enforcement officers who deprive individuals of constitutional rights

Establishes the nine-member Georgia Law Enforcement Citizen Review Council to investigate officer-involved shootings, officers fired for cause, and citizen complaints of excessive force, with subpoena power; prohibits local law enforcement from accepting military equipment from the U.S. Department of Defense, including controlled firearms, armored vehicles, and weaponized drones
