Creates a six-member Miller County Board of Elections and Registration to assume all powers and duties of the existing elections superintendent (Probate Court judge) and Board of Registrars, with jurisdiction over primaries, elections, and voter registration

Five board members are appointed by the County Commissioners with staggered initial terms (three members serving until December 31, 2026, and two until December 31, 2025); a sixth member serves as the supervisor of registration and elections, functioning as a full-time county employee and board chairperson with no fixed term

Members must be electors and residents of Miller County and may not hold or qualify as candidates for elective public office; members may be removed for cause after notice and hearing

The board is authorized to contract with municipalities in the county for conducting primaries and elections and may expend public funds, with governing authority consent, for voter information materials

Effective July 1, 2022, for initial board member selection and January 1, 2023, for all other purposes, at which point all equipment, records, and property transfer from the abolished superintendent and registrars to the new board
