Defines "visually disabled elector" as a Georgia voter who, due to a visual disability, is unable to see or mark a ballot or operate voting equipment

Requires the Secretary of State to establish a secure electronic voting internet portal for visually disabled electors to cast absentee ballots using their own electronic devices

Allows visually disabled electors to either print and mail the completed ballot or submit it by email to the appropriate board of registrars for processing and counting as an absentee ballot

Amends Chapter 2 of Title 21 of the Official Code of Georgia Annotated by adding new Code section 21-2-385.2 to the article on absentee voting
