Notice for Department of Transportation board member election caucuses changes from mailed written notice to email notification, sent at least four days before the caucus to affected General Assembly members

Public-private partnership (P3) negotiations are clarified to specify that negotiations with top-ranked respondents "may" include but "shall not be limited to" one-on-one meetings or requests for proposal revisions

Alternative contracting procurement procedures are expanded to allow the Department of Transportation to use its own authorized rules and regulations in addition to existing P3 and design-build code sections; project and spending caps under paragraph (1) are limited to no more than 2 projects per fiscal year, 7 over ten years, and no more than 5% of the previous year's capital budget encumbered in a single fiscal year, with the board able to waive the spending cap by majority vote for a single project

Coroners or county medical examiners may delegate duties to qualified medical personnel when a death results from an accident on an interstate highway or limited-access road that causes significant traffic disruption

Public disclosure exemptions are expanded to cover both the State Road and Tollway Authority and the Department of Transportation, and broadened to include vehicle information and personally identifiable information (in addition to financial accounts and travel history) of motorists on toll projects or roadways
