GA HB1587

Allows any elected or appointed member of the Camden County Public Service Authority to be removed at any time by a majority vote of the appointing governing body, with a successor elected or appointed to serve the remainder of the unexpired term

Requires the Authority to complete an independent annual audit of its financial records within 180 days of the end of its fiscal year, conducted in accordance with national audit and accounting standards

Prohibits the Authority from accepting public funds (except to meet outstanding bonded obligations) if it has not complied with annual budget and audit requirements

Permits the governing bodies of Kingsland, St. Marys, Woodbine, and Camden County to jointly grant up to a 90-day extension for the Authority to continue accepting public funds in the event of external or unforeseen circumstances

Bars the Authority from issuing any new or refinanced bonds unless it is in full compliance with the Act's budgetary and audit requirements at the time of issuance
