State Board of Education must establish rules and regulations for local school system community outreach to ensure children, youth, and their families—including migrant workers, low-income families, and limited-English-proficient individuals—receive information about school enrollment eligibility, requirements, and available support programs.

State Board of Education must prescribe rules for local school system outreach to ensure all limited-English-proficient students and their parents/guardians are informed about the English for Speakers of Other Languages (ESOL) program.

State Board of Education must establish standards for foreign language interpreters working with students in educational settings, including required familiarity with IDEA Part B and Section 504 of the Rehabilitation Act of 1973.

Interpreter standards must also address the use of remote interpreter services, including the conditions under which remote services may be used to ensure high-quality interpretation.

Department of Education is authorized to provide guidance and technical assistance to local school systems to help them comply with the new outreach rules and regulations.
