Requires the Department of Natural Resources to develop, annually revise, and publish a land conservation plan recommending actions for preservation and rehabilitation of natural areas and identifying waste disposal areas

Mandates phased separate collection of recoverable materials (by July 1, 2025), yard trimmings (by July 1, 2026), and food residuals (by July 1, 2027) by municipal solid waste disposal facilities and waste transporters, with exemptions for municipalities with qualifying local ordinances

Expands the definition of "hazardous waste" to include all waste from the exploration, development, extraction, or production of crude oil or natural gas, including drilling fluids and produced waters

Requires the Board of Natural Resources to develop a state air quality management plan covering pollution reduction strategies, public education, minimum standards for local/regional plans, and methods for public participation, to be submitted to the Governor's Development Council

Directs the Environmental Protection Division director to promulgate and annually update a comprehensive plan for the concentration, storage, or burial of radioactive waste, and authorizes the Department of Natural Resources to study coastal sources of energy
