Cites a contested 2019 annexation on Arnold Mill Road, where the Woodstock City Council overrode a unanimous denial recommendation from its Planning and Zoning Commission in a 4-2 vote, sparking litigation and conflict with Cherokee County officials.

Notes that insufficient communication between local governments has led to costly litigation, high taxpayer expenses, and adverse impacts on property owners who have no electoral voice in the annexing jurisdiction's decisions.

Reminds local governing authorities that the General Assembly charters cities and retains the right to intervene when local governments fail to act in the best interests of all residents and stakeholders.

Directs the Clerk of the House of Representatives to distribute copies of the resolution to the public.
