Dedicates the Savannah Regional Youth Detention Center (Department of Juvenile Justice) in Savannah, Georgia, as the Judge Willie J. Lovett, Jr., Juvenile Justice Center in memory of Judge Lovett

Judge Lovett served over 25 years in the legal profession, including as a Fulton County Juvenile Court judge known as the "bow tie judge," and was a longtime advocate for children and youth

Judge Lovett held degrees from Yale University (B.A. in sociology, cum laude with distinction), Harvard Law School (J.D., 1988), and Emory Law School (LL.M. in litigation, 1991)

Directs the Georgia Building Authority to erect and maintain appropriate signage for the dedicated building, funded from the Department of Juvenile Justice budget subject to appropriations

Authorizes the Clerk of the House of Representatives to distribute copies of the resolution to Judge Lovett's family, the public, and the press
