Prohibits the creation or maintenance of multijurisdictional databases containing information on persons who have been issued or have applied for weapons carry licenses, and provides a private cause of action with damages of $100.00 or actual damages (whichever is greater) plus attorney's fees for aggrieved individuals found in such a database

Preempts municipalities, counties, and consolidated governments from prohibiting the discharge of firearms on parcels of land ten acres or more in size, provided the owner or lawful occupants consent to the discharge

Requires municipal corporations to dispose of unclaimed firearms in their inventory at least once every 12 months when holding five or more firearms, with sales limited to federally licensed firearms collectors, dealers, importers, or manufacturers

Requires the state and non-municipal political subdivisions to sell unclaimed firearms at public auction (online or live) at least once every 12 months when holding five or more firearms, with transfers restricted to federally licensed recipients

Creates a private right of action, including mandamus, for any person seeking to compel the disposition of unclaimed firearms when a government entity fails to comply, with damages of $100.00 or actual damages (whichever is greater) plus reasonable attorney's fees
