Establishes a code of conduct for DeKalb County Board of Education members requiring adherence to state ethics law (O.C.G.A. 20-2-72), courteous treatment of fellow members, employees, and the public, and respectful, nonconfrontational handling of disagreements during meetings

Grants the board chairperson authority to maintain order during meetings and remind members of the code of conduct; if a member continues disruptive behavior, another member may motion to require an apology, removal from the meeting, or censure

Sets annual compensation for the board chairperson at $24,500, the vice-chairperson at $23,500, and all other board members at $22,500, paid in equal monthly installments

Provides an additional annual expense allowance of $2,500 for the chairperson and $2,000 for each other board member

Amends the original 1963 Act (Ga. L. 1963, p. 3424) governing the DeKalb County Board of Education district elections
