GA SB600

Requires the Office of Legislative Counsel to prepare "demographic notes" for select bills beginning with the 2023 regular session, analyzing whether proposed legislation would likely increase or decrease disparities in economic, employment, health, education, or public safety outcomes across subgroups defined by race, ethnicity, sex, socioeconomic status, disability, geography, and other characteristics.

Limits demographic note requests to the Speaker of the House, House minority leader, President of the Senate, and Senate minority leader, each of whom may request notes for up to five bills per session (or more at the legislative counsel's discretion).

Requires an Office of Legislative Counsel attorney to meet with the requesting leadership member and the bill's sponsor before preparing a note to determine whether a demographic note can be practically completed for that bill.

Directs the legislative counsel to develop procedures for requesting, preparing, completing, and updating demographic notes by December 1, 2022, and report those procedures to the Legislative Services Committee.

Mandates that all state departments, agencies, and institutions cooperate with and provide requested information to the Office of Legislative Counsel within set deadlines, and authorizes the legislative counsel to accept gifts, grants, or donations to fund related training.
