Creates the Senate Study Committee on the Restoration of Veterans Nursing Facilities, composed of 5 members: the chairperson of the Senate Veterans, Military, and Homeland Security Committee, 2 Senate members appointed by the President of the Senate, and 2 members of the Department of Veterans Affairs.

Addresses a significant capacity shortfall in Georgia's veterans skilled nursing facilities, where the identified need is 1,975 beds but the two existing Georgia War Veteran Homes can support fewer than 500 veterans.

Notes that both existing facilities — the Augusta War Veterans home and the Vinson Building in Milledgeville — are 53 years old and face serious infrastructure deficiencies, including asbestos contamination, lack of in-room sinks or toilets, and reduced capacity due to infection control and ADA compliance requirements.

Directs the committee to study conditions, needs, and problems related to veterans nursing facilities and recommend any necessary action or legislation, with a report to be filed with the Secretary of the Senate.

The committee shall stand abolished on December 1, 2022, with allowances and expenses funded from Senate appropriations and respective state agencies.
