Municipalities may authorize Sunday alcohol sales for on-premises consumption in "special entertainment districts" — defined as publicly financed festival marketplace and entertainment projects with at least 200,000 square feet of gross leasable space in a central business district where more than 50% of contiguous properties are government-owned or controlled — on Saturdays from 11:55 PM through 2:55 AM and Sundays from 11:00 AM to midnight.

Repeals the requirement that local governments hold an additional public hearing (6–9 months before final action) with special posted and published notice when a proposed zoning decision relates to the location or relocation of a halfway house, drug rehabilitation center, or other drug dependency treatment facility.

Prohibits counties, municipal corporations, and consolidated governments from requiring the placement of interior or exterior video surveillance equipment at businesses or locations where the retail sale of automotive gasoline occurs.

Effective upon approval by the Governor or upon becoming law without such approval.
