Authorizes the City of Waynesboro, Georgia, to exercise all redevelopment powers under the state's "Redevelopment Powers Law" (O.C.G.A. Chapter 44 of Title 36), including the ability to undertake community redevelopment, create tax allocation districts, and issue tax allocation bonds.

Requires a local referendum to be held on a permissible special election date no later than the Tuesday following the first Monday in November 2024, with election costs borne by the City of Waynesboro.

Mandates that the election date and purpose be published once at least 90 days before the election and once a week for two weeks preceding the election in the official organ of Burke County.

Provides that the Act's redevelopment powers take full effect immediately if approved by more than one-half of votes cast; if not approved or the election is not held, the Act is automatically repealed on January 1 following the election date.
