The Secretary of State's office must establish a continuing education tracking solution for all professional licensing boards under its jurisdiction to monitor whether licensees comply with continuing education requirements at the time of license renewal.

The tracking solution may be an off-premises hosted software-as-a-service application accessible via the internet, and the Secretary of State may contract with third parties to implement or provide the system.

Beginning January 1, 2025, professional licensing boards are prohibited from renewing a license until the applicant's compliance with all applicable continuing education requirements has been verified through the tracking solution.

Professional licensing boards retain the authority to grant hardship waivers or impose additional penalties for failure to meet continuing education requirements as otherwise provided by law or board regulations.

Professional licensing boards and the division director are authorized to adopt rules and regulations necessary to implement the new requirements.
