Reincorporates the City of Dalton in Whitfield County, Georgia, under a new charter, repealing the prior charter originally approved February 24, 1874, and all amendatory Acts thereto

Establishes a governing body of a mayor and four councilmembers elected at large to four-year staggered terms, with councilmembers required to reside in one of four wards; creates the position of city administrator as the chief executive and administrative officer, appointed by and serving at the will of the mayor and council

Affirms the continuation of the Dalton City Public School District as an independent school district with its own board of education, authorized to levy taxes up to 14 mills for school support, with the board required to obtain mayor and council approval before incurring any debt

Continues the Board of Water, Light and Sinking Fund Commissioners (doing business as "Dalton Utilities") as a five-member appointed board with entire control over the city's public utilities, including water, electric, natural gas, sewer, and communications systems, operating as a separate and distinct part of city government

Establishes provisions for municipal finance including ad valorem taxes, franchise authority (limited to 35-year terms), general obligation and revenue bonds, annual independent audits, and budgetary procedures; also affirms the City of Dalton Building Authority, Downtown Dalton Development Authority, and Airport Authority
