Renames the South Cobb Development Authority (established 1982) to the Mableton Development Authority and redesignates it as a continuation of and successor in interest to the South Cobb Redevelopment Authority

Restructures the seven-member board so that five members are appointed by the City of Mableton governing body and two by the Cobb County delegation to the General Assembly whose districts overlap the development area, with four-year terms

Current board members may serve out their existing terms; the first Cobb County delegation appointee to vacate or have a term expire will be replaced by a City of Mableton appointee, shifting future appointment power toward the city

Redefines the authority's development area to be coterminous with the corporate limits of the City of Mableton as they currently or may in the future exist

Establishes the authority's purpose as promoting trade, commerce, industry, and employment through revitalization and redevelopment within the City of Mableton, requiring a board resolution that any issued bonds or obligations will advance these objectives
