Creates the Pike County Public Facilities Authority as a body corporate and politic and instrumentality of the State of Georgia, authorized to acquire, construct, equip, maintain, and operate buildings and facilities for use by Pike County, the Pike County School District, and any municipality or political subdivision within Pike County.

Authority consists of 5 members appointed by the Pike County Board of Commissioners, with no more than 3 being commissioners; non-commissioner members serve 3-year terms, members receive no compensation but may be reimbursed for actual expenses, and 3 members constitute a quorum.

Authorizes the authority to issue revenue bonds payable solely from its revenues, rents, and earnings—not constituting a debt or pledge of credit of the state, Pike County, or any local political subdivision—with bonds and income exempt from all state taxation.

Projects may include land, buildings, structures, sewers, utilities (including natural gas, telecommunications, fiber, cable, and broadband), and other public property; the authority may enter contracts and leases obligating lessees to make payments, including from tax-derived funds.

Authority property is exempt from taxes and assessments (excluding sales and use tax), immune from tort liability to the same extent as Pike County, and not subject to levy and sale; upon dissolution, all property reverts to Pike County.
