Creates a five-member Board of Elections and Registration for Dodge County, appointed by the Board of Commissioners, consolidating the election powers currently held by the Probate Court and the Board of Registrars

Initial board members begin terms on January 1, 2025, with two members serving three-year terms and three serving four-year terms; members must be registered Dodge County voters and may not hold elective office or have immediate family members holding elective office

Requires the county to hire a full-time election supervisor to administer elections, primaries, and voter registration, with the supervisor and all staff treated as county employees with compensation set by the commissioners

Authorizes the board to conduct municipal elections and primaries for municipalities within the county through contract, and grants the board responsibility for selecting, appointing, and training poll workers

Effective December 31, 2024, at which point the Probate Court and Board of Registrars must transfer all related facilities, property, equipment, and records to the new board
