Authorizes Forsyth County to exercise all redevelopment powers under Georgia's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and incurring related obligations

Limits the exercise of these powers to a specifically defined 100.3-acre area composed of 15 property parcels, designated for "The Gathering at South Forsyth" project, located near Union Hill Road and Ronald Reagan Boulevard

Requires a referendum of Forsyth County voters for approval, to be held on a permissible special election date no later than the Tuesday after the first Monday in November 2026, with the election expense borne by the county

Requires more than one-half of votes cast to approve the Act; if not approved or if the election is not conducted as required, the Act automatically repeals on the first day of January following the election date
