HB 409 — "Addy's Law"

• Public school systems must consider school bus routes that avoid stops requiring students to cross roadways with speed limits of 40 miles per hour or greater
• State charter schools may utilize employees of education service providers (organizations contracting with charter schools for services like curriculum design, financial management, etc.), but the governing board must retain authority to select and dismiss those employees and remains responsible for their operations, compliance, and performance
• Illegally passing a stopped school bus is elevated to a high and aggravated misdemeanor, punishable by a fine of not less than $1,000 and/or confinement of up to 12 months upon conviction via uniform traffic citation
• The civil monetary penalty for school bus camera-captured violations is increased from $250 to $1,000 per offense
• Upon a second or subsequent civil penalty violation in the same jurisdiction, law enforcement must request insurance coverage information from the Department of Revenue and notify the vehicle owner's insurance carrier of the violations
