High schools receiving Quality Basic Education Act funding are prohibited from participating in, sponsoring, or providing staff for interscholastic events governed by any athletic association whose national parent organization does not include or recognize all other voluntary nonprofit high school activities associations in Georgia as members or affiliate members with full rights and privileges.

The definition of "athletic association" is expanded to cover organizations that act as organizing, sanctioning, scheduling, or rule-making bodies for interscholastic athletic events, literary events, or other school activities.

Local boards of education are authorized to use vehicles other than school buses (including motor vehicles with a capacity of eight persons or less) to transport all students to and from school and school-related activities, removing the previous restriction that limited alternative vehicles to special education students and homeless students.

Local boards are authorized and required to obtain accident insurance policies covering students transported to and from school and school-related activities in both school buses and other approved vehicles, with coverage amounts left to each board's discretion.
