Elder Frasier was born on June 7, 1932, in Taylors' Creek, Georgia, and began his ministry in 1972 at Pleasant Grove AME Church in Hinesville, Georgia, including hosting a weekly radio broadcast, "Church-in" with Elder Frasier, on WGML 990

Served in numerous civic roles including mayor and councilman of Walthourville, chairman of the Advisory Council Members for the Area Agency on Aging, chairperson of the Juvenile Court Panel, and life member of the NAACP

Received multiple honors including SED Minister of the Year Award (1997), Grand Marshal of the MLK Day Parade (2009), the Ralph W. Quarterman Award for Civil Rights Involvement (2016), and an Honorary Doctorate Degree from Trinity Temple College of Religion (June 2022)

Married to Leary Mae Hendry Frasier since 1956, with ten children, 36 grandchildren, 38 great-grandchildren, and two great-great-grandchildren
