Creates the House Study Committee on the Establishment of a Baby Bonds Program to examine the feasibility, structure, and potential return on investment of providing state-funded trust accounts to children born in Georgia whose births were covered or eligible for coverage by Medicaid

Trust funds would be accessible after age 18 and restricted to postsecondary education, home purchases in Georgia, business formation, or other asset-building purposes, modeled after similar programs in Connecticut and Washington

Committee composed of 5 House members appointed by the Speaker, with at least 2 meetings required in a county with a rural hospital organization

Committee members may receive allowances for up to 5 days unless additional days are authorized, funded through House of Representatives appropriations

Committee must file any approved report with the Clerk of the House before its abolishment date of December 1, 2024
