Creates the House Study Committee on Assessing the Semester and Quarter Systems at University System of Georgia (USG) and Technical College System of Georgia (TCSG) institutions to examine whether the conversion from quarters to semesters (USG in 1999, TCSG in 2011) has delivered anticipated benefits such as easier course transfers, administrative efficiencies, and reduced costs.

Committee comprises 7 members: 5 House members appointed by the Speaker (at least one from the minority caucus), the USG chancellor or designee, and the TCSG commissioner or designee.

Charged with studying the advantages and disadvantages of each academic calendar system for students and workforce development, and recommending any necessary action or legislation.

Legislative members may receive allowances and expenses for up to 5 days, funded through House of Representatives appropriations; non-legislative state officials receive no compensation but may be reimbursed for expenses through their respective agencies.

The committee must file any approved report with the Clerk of the House and stands abolished on December 1, 2024.
