Expands Georgia's existing prohibition on state contracts with companies owned or operated by the Chinese government to cover all designated "foreign adversaries," defined as China (including Hong Kong), Cuba, Iran, North Korea, Russia, and the Maduro Regime of Venezuela.

Prohibits state agencies from entering contracts or agreements with "media monitoring organizations" — defined as companies that rate, rank, or fact-check news sources for accuracy, bias, misinformation, or journalistic standards — or with advertising/marketing agencies that use such organizations.

Prohibits state agencies from providing any form of support to media monitoring organizations, except for nondiscretionary actions required by law.

Requires companies bidding on state advertising services contracts to certify they do not utilize media monitoring organizations, and requires existing advertising/marketing contractors to provide the same certification before any contract extension, renewal, or modification.

Exempts organizations that rate media outlets solely for audience size, viewership, or demographics, as well as services that aggregate news articles or provide ad performance analytics for state agencies.
