Creates the Georgia's Creative Economy Senate Study Committee to study conditions, needs, and issues related to the state's creative economy, which generates nearly $29 billion annually, represents 4% of Georgia's GDP, supports over 200,000 jobs, and produces $8 billion in wages.

Composes the committee of six Senate members appointed by the President of the Senate, with one member each from the Economic Development and Tourism, Education and Youth, and Government Oversight committees, and three additional members selected based on interest and experience in creative arts and entertainment.

Directs the committee to study and recommend actions or legislation related to workforce development, measuring creative economy impact for city planners and economic development authorities, and building learning communities and creative clusters to expand access to the sector.

Authorizes committee members to receive legislative allowances for up to five days, with funding from Senate appropriations.

Requires the committee to file any approved report with the Secretary of the Senate and stands abolished on December 1, 2024.
