Prohibits law enforcement agencies from releasing or posting booking photographs to the public or websites until the individual depicted is convicted of the offense for which the photo was taken

Bans businesses from soliciting or accepting fees to remove booking photographs from publicly accessible print or electronic media

Requires removal of booking photographs within 10 calendar days of receiving a written request sent by registered mail, at no charge to the individual

Establishes civil penalties of $1,000 per day for initial noncompliance with removal injunctions, increasing to $5,000 per day for republishing a previously removed booking photograph, plus attorney's fees and court costs

Exempts law enforcement "be on the lookout" notices, exigent circumstances investigations, sexual offender registry photos, and news media organizations whose primary business is not publishing booking photos for profit
