Increases the annual expense reimbursement cap for Georgia General Assembly members from $7,000 to $10,000 for lodging, meals, postage, printing, supplies, telecommunications, transportation, and other duty-related expenses.

Creates a new security expense allowance of up to $10,000 per year for General Assembly members to cover residential security improvements, monitoring expenses, and security services related to legislative duties.

Requires members to submit vouchers with supporting documentation to the legislative fiscal office for reimbursement and certify that expenses are true and incurred in performance of duties.

Security equipment with depreciated value exceeding $100 that has not become a fixture to real property must be returned to the state when a member leaves office.
