Allows residential tenants to complete necessary repairs themselves and deduct reasonable costs from rent if landlord fails to make repairs within 14 days of written notice

Tenants must use a landlord-preapproved licensed professional for repairs, or any licensed professional if none is designated, and submit receipts to the landlord

Permits tenants to terminate their lease with 30 days' written notice if landlord fails to complete necessary repairs within 60 days of notification

Defines "essential services" as plumbing, sewer, electrical, gas (for heating/hot water/cooking), HVAC, and hot/cold running water, including landlord-supplied fixtures and appliances

Applies to residential rental agreements entered into, renewed, modified, or extended on or after July 1, 2026, and excludes repairs caused by tenant negligence or intentional acts
