Requires the state health plan board to publish an annual report beginning July 1, 2026, detailing prescription drug rebates and price concessions applied to premium reductions for plan participants, measured in both dollars and percentages.

Applies to four state health plans: state employees' health insurance plan, public school teachers' health plan, public school employees' health plan, and the University System of Georgia Board of Regents health benefits plan.

Defines "prescription drug rebates and other price concessions" broadly to include discounts, charge-backs, cash discounts, free goods, up-front payments, coupons, grants, and similar benefits that reduce drug costs for state plans.

Excludes from reporting requirements any rebates or concessions passed directly to plan participants, as well as bona fide service fees paid by drug manufacturers at fair market value.

Requires the annual report to be published and maintained on the department's public website for transparency.
