Prohibits all Georgia counties, municipalities, local authorities, and political subdivisions from issuing permits, licenses, or certificates for new data center construction or development from the Act's effective date until March 1, 2027

Defines "data center" as a facility or campus of interconnected facilities housing working servers developed to cool, secure, and connect data for applications and services

Exempts data center projects that received permits, licenses, or certificates prior to July 1, 2026

Stated legislative intent is to pause construction to study data centers' impact on natural resources, environment, and vital areas of the state
