GA HB1017

Prohibits business enterprises that own 100+ single-family rental properties in Georgia from purchasing or acquiring additional single-family residential properties starting January 1, 2027

Defines covered properties as detached homes (1-3 units), townhouses, condominiums, manufactured homes, and mobile homes; exempts 501(c)(3) nonprofit organizations from the prohibition

Allows business enterprises to hold mortgages and security interests on single-family properties, and permits acquisition through foreclosure if the property is sold within three years

Requires business enterprise property to be assessed at 100% of fair market value for ad valorem taxes (rather than the standard 40% assessment ratio), contingent on voters ratifying a constitutional amendment in November 2026

Imposes penalties of twice the tax difference plus interest for failing to certify ownership of business enterprise property to county tax assessors by required deadlines
