Establishes the Children in Need of Services (CHINS) Support Fund to provide interventions for youth who commit status offenses without involving the Department of Juvenile Justice

Designates the Department of Education as the oversight agency, with authority to prescribe rules and regulations by January 1, 2027, and requires coordination with the Council of Juvenile Court Judges and Regional Educational Service Agencies (RESAs)

Creates a statewide CHINS coordinator position within the Council of Juvenile Court Judges and designates one CHINS coordinator in each of the 16 RESA regions

Authorizes grants for school-based and community-based wraparound services, residential placement providers for youth under or leaving DJJ supervision, and housing providers for at-risk emerging adults ages 18-24

Prioritizes funding for counties with poverty rates exceeding the state average, with allocations based on complaint data, child poverty rates, population, and service needs; requires annual reporting to the Governor and legislative leadership by December 31
