Caps rent increases at 5 percent maximum when renewing a residential lease for existing tenants

Allows landlords to set rent at any amount for new tenancies where no tenant from the prior lease remains in possession

Applies only to lease renewals, not initial lease agreements with new tenants

Effective date of July 1, 2026, applying to leases entered into or renewed on or after that date
