Repeals the "Georgia Promise Scholarship Act" (Article 2 of Chapter 2B of Title 20), which provided up to $6,500 in state funds per student for qualified education expenses including private school tuition during the 2025-2026 school year.

Requires the Secretary of State to hold an advisory referendum election in November 2026 asking Georgia voters whether they support repealing the Georgia Promise Scholarship Act.

The referendum results must be certified and reported to the Governor and General Assembly, with election expenses paid by the state.

The repeal of the scholarship program becomes effective June 30, 2027, applying to the 2027-2028 school year and beyond.

The General Assembly retains authority to revisit the subject matter, including appropriation of state funds for qualified education expenses, during the 2027 legislative session or later.
