Establishes a financial aid program through the Georgia Student Finance Commission to provide grants to eligible students for off-campus housing expenses

Maximum grant amount equals the difference between on-campus housing costs and off-campus housing costs as defined in the institution's cost of attendance

Eligibility requires enrollment at an eligible postsecondary institution, living off-campus, qualifying for an existing state scholarship or grant, and completing the FAFSA

Postsecondary institutions must refund grant money to the Commission if a student does not enroll full-time or part-time for the semester the grant was paid

Program implementation is subject to legislative appropriations, with the Commission authorized to establish application procedures and regulations
