Prohibits business entities and their affiliates from purchasing single-family homes in counties with populations over 150,000 if they already own 25 or more single-family rental homes

Requires covered entities to file annual disclosures with the Secretary of State including equity/debt financing over $5 million, number of properties owned, eviction data, and detailed property information (address, rent charged, appraised value, management company)

Mandates property inspections on all single-family homes owned by covered entities to verify compliance with local regulations, with results to be published within 30 days of request

Authorizes enforcement through Attorney General civil actions and private lawsuits by individuals, municipalities, or county governments, with penalties up to $100 per day per violating property

Allows courts to award equitable relief, damages, attorney's fees, and punitive damages up to $50,000 or three times total damages, with joint and several liability for affiliated entities
