Authorizes local boards of education and public school governing bodies to offer driver education training courses as electives for one-half Carnegie unit credit

Establishes three funding sources for driver education courses: local board funds, student fees, or state funds subject to General Assembly appropriation

Prohibits disqualifying students from receiving elective credit for completing the course if they fail to pay student fees

Requires the State Board of Education to promulgate rules for allocating state funds and to provide grants based on counts of 15, 16, and 17 year old secondary school students

Exempts driver education training courses from being classified as "enrichment courses" for state funding enrollment count purposes
